(This is part of the i18n review.)

4.5.2. Input Rules (Composite rules only)

The identifier and descriptive title of all the atomic rules used in the expectations must be listed in the composite rule.

Is the descriptive title used for matching or searching? If so, how are two titles compared? E.g., is the text normalized?
