Add support for older vyper versions via vvm

I'm not sure how necessary this is given we have Vyper 0.3 in the 0.1.x releases.
In the last versions though, we can only deploy Vyper 0.4 contracts to zksync.
It should be possible (with some changes in boa) to compile older versions via the vvm.
