PackageCloud repos are no longer available (see RabbitMQ issue) #935

What are you seeing

There currently is an issue at RabbitMQ, rabbitmq/rabbitmq-server#8386,
about the removal of PackageCloud as package repo.

There already is a Launchpad bug for openstack-ansible, https://review.opendev.org/q/topic:fix%252Frabbitmq-packagecloud-deprecation, and I believe this likely should coincide to a change to puppet-rabbitmq as well.

Apparently there already is #926 addressing this. Sorry I missed this PR when opening an issue.

I'm not 100% sure #926 addresses it as-is, since that's still keeping packagecloud vs. switching to cloudsmith?

It also may take a bit for that PR to be fully working.

The default and tested behavior of the module mostly uses the repo packages (which by now are all pretty old), but if you're seeing the module with current setup and repos_ensure: true set, it may make sense to do a narrower fix while #926 is being worked on if someone's got time to make a PR for that and test its behavior.
