I get with vita-libs-gen
make: execvp: /usr/local/vitasdk/bin/arm-vita-eabi-ar: Argument list too long
make: *** [Makefile:417: libSceLibc_stub.a] Error 127

I got same issue. It seams that SceLibc has so many lines that vita-libs-gen breaks...
