publish to pypi etc

We shoukld publish a current version of the provider to pypi etc.
Currently, there is an outdated version of the provider on pypi from @aslak11 which should be updated.

Hi @olivierlambert we're ready to publish a first version to the various registries. The providers for the different languages build need to be uploaded. Pulumi provides a github actions template for publishing packages:

This should be controlled by vates, so could you please add GitHub Action secrets?
@aslak11 could you please transfer the pypi package ownership to vates since your package is not actively maintained?

Adding @julien-f in the loop for that aspect, since I'm not a great Github expert :)

Also, the pypi package by @aslak11 was deleted, to vates can publish an official one with the same name, now :)
