Fix tag redirection in memos detail page

Describe the bug

In memo details/ #comments page, clicking on tags does not redirect the user to the corresponding tag's page. Currently, no action occurs when a tag is clicked, preventing users from easily navigating to related content.

Steps to reproduce

Navigate to any memo's detail page
Locate a tag associated with the memo
Click on the tag
Observe that no redirection or action takes place
