SB searching does not produce links to any collections or sub-collections

Describe the bug
A search from the homepage search box-- does not produce links to related collections or sub-collections. The best one can do is turn up a related item and, with luck, click on it to find the collection site.

To Reproduce
Steps to reproduce the behavior:

1. A search for "Sustainable City Year" produces random items from the collections, which the user can click on to get to an item page and then use the breadcrumbs to locate the program page but that's a lot to expect from a non-librarian.
2. For a more one-to-one example, I searched "Oregon Quarterly". Again, one is delivered a list of issues, rather than also producing the collection page.

Expected behavior
We expect that, with pretty good keywords, a search can elicit links to collection pages
