Enable option for PI to be "on demand" (student initiates optional peer component)

PI may waste time and energy of those who know the questions / concept.
Idea:
If folks want to stop after vote 1 and get credit and feedback, they can. Perhaps this is the default.

Instead, they can ask to see their peer answers, and then this becomes PI.

Essentially, who-wants-to-be-a-millionaire call-a-friend.

then instructors can implement PI at scale. For every MCQ. It becomes a support mechanism, instead of burden.
