Destroy all lists in nav and dropdown menu! #37979

In bootstrap v5:

We need to wrap nav links in <li>
We need to wrap dropdown menu items in <li>

I know this is not a big issue, but I like v4 better.

Please consider destroying all lists in nav and dropdown menu.
