API to set preferred Remote Resource

Currently, Tripal Remote Job selects the configured resource based on rank (and in the future, on their current status).

A new option can be specified by API to select a specific resource, or otherwise default to the default resource selection scheme (above).
This might be useful in cases where a particular job might run better on one server compared to another due to hardware differences (memory limit, GPU availability, etc.).
