I know its possible in OSX at least, would be nice.

Is it the -g flag? Example for OS X: open -g somefile

Yea, I think this would be nice. And ideally a user could specify a different key for opening in a background, in addition to "plain" open.

Yep. <S-o> would seem to be a reasonable keybinding.
