Add assertion tests

Someone recently deleted / broke Mt Whitney which was technically a redundant tile acceptance test (tilezen/vector-datasource#861).

For places we care a lot about we could have separate assertion tests that content we care about is still in tiles. The current tests look at data transforms only, seems like we shouldn't confuse the two purposes.
