[v2.0.0] Do you know the value of count? Terraform does not

Another month goes by, waiting for Terraform 0.12 to fix all our problems. One of which is the infamous value of 'count' cannot be computed. So here we merged a couple PRs to help work around that error and some other lovely changes from some of our lovely users ♥️
