[Windows] A Powershell "Send-OSNotification" command works only once

I use process_run for push notifications on windows using next code:

var shell = Shell(runInShell: false);
    shell.run('''
powershell Send-OSNotification -Body 'Hello' -Title 'Title'
''');

in debug mode it works perfectly, but in release version notifications push only once. There is more detailed information.
