If we let choco deal with the install/update logic, we'll only be a month behind current.

Consider it for https://github.com/jjasghar/chef-vmware-tools/blob/master/recipes/_windows.rb ?

( I don't have a pull or anything: my windows work has been back-burnered until Oct+ )
