Upcoming agenda and recent meeting notes in menu

Both upcoming agenda and recent meeting notes links are outdated. Is it intended to have links to most recent agenda and notes? In that case it'll be better to parse agendas and notes repos. Also notes are usually get published 2+ weeks after meetings (ToC and summary for them are even later).

This sounds like a great idea! The links should be kept up to date somehow. PRs to implement this are encouraged.

Maybe we can update this to just point to the notes repository and the agenda repository? I just updated to the most recent version

If we agree, then this might be a good first bug for someone

change these links:

Upcoming agenda -> Agendas (new link: https://github.com/tc39/agendas)
Recent Meeting Notes -> Meeting Notes (new link: https://github.com/tc39/tc39-notes)

Otherwise, this could be a good issue for newcomers to do after each meeting -- which might not be bad either. This way people can get started with the project and have a first pr in very easily

These links are out of date again. We should rally find a longer term solution to this. Manual updates are not working.
