[bug] toggle window size will over the value of maxWidth or maxHeight what i set in Windows

Describe the bug

I create a window with maxWidth and maxHeight, and then i double click the div with data-tauri-drag-region attribute，the window will be maximized，the window size will over the value of maxWidth or maxHeight what i set.
it will not happened in Electron

Reproduction

Expected behavior

I hope double click can preserve the window's zoom in and out behavior, but when zooming in, the window size cannot exceed the maximum size I have set

According to the comments in the typescript, this configuration only controls the visibility of the zoom in button, rather than actually controlling the behavior of the window

i thought we checked for that property here. in your capabilities file you could also add core:window:deny-toggle-maximize (or something like that) to the permissions and it should prevent this. But this is still something we should handle better internally.

Adding core: window: deny toggle max configuration does not solve my needs, but I hope you can fix this issue as soon as possible
