Document git hook files are automanaged

Should update documentation as well as adding inline comment to the shell scripts that the various hook files placed under the hooks directory (e.g. .git/hooks) are entirely maintained and modified by rusty-hook and should never be changed by users

Git Version 2.9 introduced core.hooksPath and permit to keep the hooks in the repository like .rusty/pre-commit etc.

In this case, hooks script are always up to date

mkdir .rusty
git config --local core.hookspath ".rusty"
