Manual parts:

• Create an 'FAQ' tag in both #svelte-and-kit-questions and #ecosystem-questions

Bot parts:

• When FAQ tag is applied by any role other than threadlord or greater, remove the tag and post an ephemeral message, "Only threadlords may assign the FAQ tag."
• When FAQ tag is applied by a threadlord role or greater, post a message to the thread, "This is a frequently asked question! You can filter #svelte-and-kit-questions using the "FAQ" tag to browse other posts like this." along with a button: "Close as duplicate" that will mark the post as solved, and close it so that it (presumably) won't appear in thread searches.
