Description
Causes a lot of staff confusion to see "You do not have access" when they first view the page. They assume that an SSO has already happened and they don't have access. Really, it's just that they need to click "Staff login" on the top menu.
With the expansion of paging, there is a chance we'll have more staff members coming to this page, and at different frequencies. (Some staff will come regularly to mediate pages. Others will come only occasionally.)
