Make next-prev available from anywhere on the page

Feedback received:  when viewing a library's hours mid-page of the long list, it would be helpful to be able to scroll fwd/back to other dates instead of needing to scroll to the top. 

Could do with a fixed position element similar to the sidebar nav in SW or fixed title bar. (Needs design.)
