Include information about Arazzo into the CLI docs - this was missed as part of the main Arazzo PR

  • Update the CLI package nested ReadMe

Additional context
Longer term we should reconsider the value of this nested ReadMe and instead leverage the main ReadMe to reduce dual documentation work
