[ feature request ] Add local ABI Payload build

When building Payload, you can use encodeScriptFunctionByResolve to get ABI in RPC
but I hope there is a function that can directly build Payload through local ABI file  
This operation can reduce the request

Use the --abi option when developing a move project to create an ABI file
```
mpm release --abi
```
