Currently we don't have a way to configure custom scaling rules for fargate service.

Theres a few reasons why we might want it:

Scaling on schedule (e.g: scaling in outside of work hours for development env)
Scaling on metrics (e.g number of sqs messages)

Potentially having a custom function to define autoscaling would solve the issue
