Congress speech ballots display ballot number instead of speech number in paneled Congress rounds #36

This screenshot was taken from the 13th speech in a round.

The issue here is that ballot shows this as 26th because the judges on the panel in total have entered 26 ballots.

I would consider this a visual bug.
