Apparently there's a 'conformance' section, but it's not listed in https://speced.github.io/bikeshed/#bp-sections. #1804 mentions that it can be turned off with Boilerplate: omit conformance, but that syntax isn't mentioned in https://speced.github.io/bikeshed/#metadata-boilerplate. Boilerplate: conformance no does seem to work.
