Ensure fits header comments have less than 47 characters #639

Apparently the jwstkd enforces that header comments must be less than 47 characters. Otherwise, in some cases the comments could get truncated. We should consider adding a test for all our schema "title" fields (which turn into comments on save) that they respect the character limit. And we should fix any that do not - in theory, any that do not probably also fail to match the keyword dictionary.
