Add citation information and a CITATION.cff file

Hi stcal team,

Thanks for making this project available!

At the moment, the repository doesn’t include any citation instructions or a CITATION.cff file. To help users give appropriate credit and support reproducible research, could you consider:

1. Archiving a release on Zenodo, which would provide a DOI and formally track citations over time

2. Adding a CITATION.cff file which references the Zenodo archive. This allows GitHub’s citation feature and reference managers to pick up the correct citation automatically. If there is a publication connected to the code, that can also/instead be included in the citation file.

Even without a publication, a CITATION.cff file and/or Zenodo DOI go a long way toward helping users properly acknowledge your work.

PS. I am editing a paper for JOSS where the authors refer to stcal but lack a proper citation which brought me here.
