The spec is currently ambiguous on what error code should be returned for sign_transactions if a transaction doesn't need a signature from any of the accounts associated with the current auth token. Is this success (i.e. the wallet signed everything it could, which is nothing), an ERROR_NOT_SIGNED, or ERROR_INVALID_PAYLOADS?
