Release action doesn't produce a correct changelog #146

I noticed the changelog doesn't include all commits and from the action logs:


Retrieving commit history
  Determining state of the previous release
  Searching for SHA corresponding to previous "tags/v405" release tag
  Retrieving commits between v405 and c11bcb269523413114d9ee0889b52a1c681aeddc
  Successfully retrieved 0 commits between v405 and c11bcb269523413114d9ee0889b52a1c681aeddc

We might have to adjust the action configuration to properly identify previous commits, after new commits are added in the Prepare release step.
