Incrorporate enhancements to changelogger #3807

For changelogger, good to incorporate the following ideas for better user experience:

  • Include comments in the template file that show the options of possible values
  • Run git add automatically for a newly created file
  • Do sanity check by running changelogger ls internally to finish things off
