Update contributing to match established SLSA process #8

We should modify 6._Contributing.md to match established SLSA practice:

suggest using GitHub draft PRs in 4.1
document the slsa-proposals process and link to that repo
change throughout (especially 1 and 2.2) to recommend appropriate labels which are available on the SLSA repositories
