add coverage for gitlab.com/sigstore #411
Description
The Sigstore community controls the GitLab organization named 'sigstore', but that is not controlled in a consistent way as we do with our GitHub org. Pulumi appears to have support for GitLab as well, so this issue is about adding support for that platform as well.
