Allow KFD to be installed on a pre-existing cluster with cert-manager already installed #356

Is your feature request related to a problem? Please describe

I have a cluster which has an instance of cert-manager already installed. At the moment the KFD provider tries hard to install cert-manager and it cannot be disabled, since it is a core component of the fury-distribution and many other components are directly depending from it.

Describe the solution you'd like

A proper solution would be to avoid installing a new cert-manager and to use the externally-provided one. This has already been done by us by distro-patching the distribution and commenting out the places where the install takes place.

Describe alternatives you've considered

An alternative would be to avoid having the external cert-manager installed, but in my case it isn't feasible.

Additional context

This has already been PoCed with a distro-patch. So it should be feasible.
