Add conventional commits pre-commit hook

Hi !
On my project, we added this repo https://github.com/compilerla/conventional-pre-commit to the pre-commit hooks to enforce the use of https://www.conventionalcommits.org/en/v1.0.0/ .

I think it is a nice to have for clearer commit messages.

There is a lack of stars on the repo and not that much contributors : the repo might not be maintained !

Personally, I'm not used to this commit convention, and not entirely convinced of its value. But I'm open to discussing it further. Perhaps we can talk about this issue with other Sicariots at a guild meeting?
