[Feature Request] Backporting Component-Based Servicing (CBS) for One-Core-Api

Even if Windows XP and Windows Server 2003 are not componentized, backporting [Component-Based Servicing (CBS)](https://techcommunity.microsoft.com/t5/ask-the-performance-team/understanding-component-based-servicing/ba-p/373012) to run on One-Core-Api could provide a way to backport many Windows components.

In other words, .inf and CBS could run side by side.
