Environment: Windows 10 x64, Love 0.9.0

Current Behavior: A player's stop timer goes down while garbage is transforming on their field

Desired Behavior: Stop timer should NOT go down during garbage transformation

right, at 21:10, P1's garbage is changing, but P1's stop timer is staying at 9216

You're totally right!
Maybe that's why panel attack seems so brutal, especially when garbage transforming doesn't drop the stack and cause shake because there are panels supporting.
