Ledger read-only mode for existing connections

Overview

Allow users to "connect" to their previous ledger account(s) in read-only mode to view their balances etc.
If the user attempts to perform a transaction, we prompt to connect the ledger.

References and additional details

Allowing for multiple Ledgers will be more effect than one, as we currently only allow for one known Ledger (something something deviceId).

A quick win might be to just keep the same UI and allow the last connected Ledger to be used in read-only mode.

Acceptance Criteria

The user can connect to the accounts of their last connected Ledger without having the Ledger itself connected. We then show a prompt if the Ledger is required for signing.

• "My Wallet" view should show as if the device is connected
• We prompt for device connection at the same places that we currently do when no wallet is connected

Ideas for this:

1. Show inside of the wallet card on the header a disconnected icon.
2. When they open the wallet dropdown, display an alert that this ledger is not currently connected.
3. When user tries to do an action that requires the device to be connected they should be prompted to connect.

I don't think we have a connect modal for this, so we will need to create a mock for this. But it would go something like...

Device is disconnected
To continue with this action, you will need to connect your device.

Seems like we will have to upgrade ButtonWalletPredicate to support a ledger not connected state, it looks like a spike anything else but action it if not a big deal!
