I'm trying to capture what was mentioned during a SPEC meeting.

Probably there should be some discussion about the process of tracking issues (email vs github vs etc.)
Discussion about OS accessibility. E.g. even if developers are using one particular OS, their user community may reside somewhere else, e.g. efforts should be put into making sure the libraries are cross platform compatible.
