Like in issue #271 but for the new aarch64 kernel

I checked and it is enabled now.
However, it is of little use because you have to compile the kernel yourself and cannot use a distro ARM64 kernel (tried with Ubuntu's).
If someone wants to try to get a kernel booted with KEXEC on ARM64, you may find the following helpful (this is for x86), https://blog.simos.info/how-to-run-the-stock-ubuntu-linux-kernel-on-scaleway-using-kexec-and-server-tags/
