We are currently importing the amazing work of the agency theme. But that theme hasn't been updated in years. So we should probably update these dependencies in the future

Updating to bootstrap 5 might remove the need for a jQuery dependency.

We also have a bunch of old JS stuff that I don't think is used now (see the 'paper.js' animation) and can also be nixed.

This is pretty closely related to the CSS is a mess issue
