Support config file

There are many options that can be adjusted in a SAS Session (such as the SASUSER location) and the usual place to do this is the `sasv9.cfg` file.

This is picked up by default if it is in the usual place, however it would be good to be able to override this - eg a `SASCONFIG_LOCATION` setting.
