Could someone please assist in creating an SLS for installing rclone and WinFsp?

Winrepo sls files are not difficult to write. Please take a look at the documentation and use the discussion in #2106 as a guide.

rclone doesn't have an installer so winrepo is not needed. Use file.managed to place the executable somewhere convenient like C:\Windows\System32.
