Tests fail on s390x

I recently enabled build tests (and --enable-relocatable) on Debian and Ubuntu and the tests are failing on s390x and on Ubuntu's ppc64el (but not Debian's ppc64el).

You can find build logs for Debian at https://buildd.debian.org/status/package.php?p=enchant-2 click old next to s390x and then click Maybe-Failed. I'm going to do a new upload now to ignore test failures on ppc64el and s390x, which is still an improvement over the previous state where test failures were ignored on every architecture.
