Update sudo/PAM configuration for Ubuntu 24.04 in test-suite

GH runners are now using Ubuntu 24.04 (as ubuntu-latest) and there we're getting failures in our tests using sudo:

sudo: PAM account management error: Authentication service cannot retrieve authentication info 
sudo: a password is required

A config tweak is needed (to be figured out).

Note that this doesn't have any immediate priority, we'll lock our runners to 22.04. At some point, fixing this is beneficial of course, so I'll keep the ticket open.

It could also be a bug in the GH runner image. sudo might not be the most common thing to run there.
