Catching up on maintenance as part of the Gem Fellowship

Hey all,

Rouge's development has somewhat stalled over the past 5 or 6 years for a number of reasons, mostly just involving burnout and attrition, and other projects taking priority. A massive shout-out to @tancnle and Gitlab in general for managing to keep the lights on over the years.

However! The good news is that Rouge has been accepted for funding by gem.coop's Ruby Gem Fellowship, so for the time being I will be doing a few months of long-awaited maintenance on Rouge.

My first priority will be fixing the warnings under $VERBOSE, (#2202) but I will also be going through the frankly massive backlog of issues that have been left untouched for far too long. The backlog is truly massive, so please be patient if it takes me a while to get to yours - I will see the bottom of the PR tracker before this is done.
