Add integration tests

Description

Right now, the only real feedback we get from the PR builds is whether a Docker image successfully built, not whether the created image is useful for anything.

Completion Criteria

• Run an action-ros-ci build against a simple workspace for at least every ros distro produced. Perhaps more appropriate to do it for every docker image produced.
