[ROS2] Prerelease build & test

Hey, I was wondering what's the state of support for prerelease build & testing, and if it's unsupported then what changes would be needed to support that?

I see that the script mentions ros2 e.g. at https://github.com/ros-infrastructure/ros_buildfarm/blob/master/scripts/prerelease/generate_prerelease_script.py#L205 which could mean that support is already there and the only thing that's missing is updating http://prerelease.ros.org.

My understanding is that ROS 2 distros are supported by the prerelease script, and the website should be updated to reflect this.

Some things that I think need to be updated:

• Add static html for ROS 2 distros (e.g. similar to this PR).
  • Since Bouncy is near EOL, we should probably just add Crystal and Dashing.
• Add support for the ROS 2 buildfarm_config.
  • The ROS 1 buildfarm_config is set here.
  • I guess some logic should be added that chooses the appropriate buildfarm config based on the distro selected.

This is based on my skim through the repo. There may be other things that need to be changed, but I guess those might reveal themselves as we go through the process.
