Allow adjustment of OS-specific defaults #64

Currently, logrotate::defaults::* manage rotation of wtmp / btmp. Because the parameters aren't exposed, I can't change the configuration for them.

This could be remedied (fairly simply) either by:

exposing the settings as parameters
providing a means of disabling these default resources, so I can create them myself
