swift project build for distribution support

[Denghuajie]

After I update my project with build for distribution set to YES, and switch the build system from legacy build system to new build system, my project runs fine at iOS 14.x device, but when run my project at iOS13.x and below iOS version device, it crashed without any call, it sinces like that the static inline keyword can't use in project because the builder doesn't support it.
